This office is responsible for developing, updating and implementing the City of Pharr’s Emergency Management Plan in coordination with all City Department Heads who have certain sections that apply to their department. Once the plans are updated, they are sent to the State of Texas for review and approval. These plans are required to be updated every five years or as needed based on changes in emergency operations.

In addition, the EMC is responsible for ensuring that essential personnel are properly trained in the National Incident Management System (NIMS) as required by Homeland Security Presidential Directive 15 (HSPD-15) as well as other training needed to perform essential functions during an emergency event.

The EMC attends regular monthly Homeland Security Advisory Committee Meetings on issues that affect the entire Rio Grande Valley Region. These issues include regional hurricane planning, radio interoperability/communications, homeland security grants, etc…
