The Utility Billing Department main responsability is to bill and collect for water service, sewer service, sanitation service and provide quality customer service to the residents of Pharr.
The Utility Billing Department sends out bills once a month via mail. The residents may make payment at: City Hall, 118 S. Cage 1st floor, or pay at our drive-thru at the same address, or mail in their payment to: Utility Department, PO Box 1729, Pharr, TX 78577.
RESIDENTIAL WATER RATES
$1.65 per 1000 gallons from 0-19,999 and $1.70 per 1000 gallons from 20,000 + gallons and a base charge of $15.50 for 5/8″, 3/4″, 1″, 1.5″, $25.00 for 2″, $35.00 for 3″, $50.00 for 4″, and $85.00 for 6″ or bigger.
COMMERCIAL WATER RATES
$1.70 per 1000 gallons from 0-19,999 and $1.85 per 1000 gallons from 20,000 + gallons and a base charge of $21.50 for 5/8″, 3/4″, 1″, 1.5″, $25.00 for 2″, $35.00 for 3″, $50.00 for 4″, and $85.00 for 6″ or bigger.
RESIDENTIAL SEWER RATES
$0.98 per 1000 gallons as of 11/01/08.
COMMERCIAL SEWER RATES
$1.30 per 1000 gallons as of 11/01/08.

1½”= $ 1,050.00

Sewer Taps
Residential = $ 550.00
Multi-family (duplex, triplex, fourplex)= $ 1,500.00
Commercial = $ 2,000.00
Apartment House = $ 3,000.00
Meter Deposit
Residential: $ 100.00
Commercial: $ 150.00
Renters: $ 150.00
$ 325.00 Deposit & $ 30.00 installation fee on traveling meters installed.
