The Public Works Department PWD is organized into five integrated divisions for the implementation of the City of Pharr’s goals and objectives relating to basic environmental services and infrastructure.  Our mission is to provide public service on its highest standard of maintenance and constructive change in the public’s interest.  A brief description of the function of each of these divisions is as follows:

Public Works Administration

This division provides organization, direction and coordination of the five operating divisions of the Department including policies and procedures, personnel management, planning projects, budgeting, records management and reporting.

Services provide the planning, design, and project management efforts to provide the best life cycle maintenance for our streets.

Traffic Safety

Services provide the installation, maintenance, upgrades of traffic signs, pavement markings and the operation of the City’s traffic signal system.

Animal Control

Primary function of Pharr Animal Control is to ensure public protection from dangerous animals and from diseases that can be transmitted from animals to humans.

Services provide preventive maintenance on all city vehicles.

Capital Improvements 2007

Significant projects in 2007 included:

  • Palm Drive ( Bus. 83 to W. Egly Street) – Scope of project consists of street reconstruction and drainage improvements.  Total cost of improvement is $360,485.00, project is funded from general fund and PEDC.
  • Las Milpas Road ( US 281 to Jackson Road) – Scope of project consists of using a full depth reclamation method of improving the road with in-house forces.  Total cost of project is $120,560.00.  Project is funded by the Pavement and Drainage Assessment fund.
  • Hall Acres Road ( US 281 to Tierra Del Sol Golf Course) -  Scope of project consists of road reconstructing and drainage improvements.  Total cost of improvement is $552,451.75.  Project is funded by the general fund and PEDC.
  • Sing Subdivision (West Hall Acres) – Scope of project consists of building new streets along with drainage structures.  Total cost of improvement is $438,736.83.  Project is funded by the general fund.
  • South Fork Colonia – Scope of project consists of street reconstruction and new drainage improvements.  Total cost of project is $239,336.18, funded by Hidalgo County Colonia Access Program and the City of Pharr.
  • Las Haciendas Subdivision – Scope of project consists of reconstructing of streets and drainage improvements.  Total cost of project is $382,121.90, funded by Hidalgo County Colonia Access Program and the City of Pharr.
  • Citrus Bay Park – Scope of project consists of a 3.5 mile street overlay by in-house forces.  Total cost of project is $250,000.00.  Project is funded by Community Development Block Grant.

PWD Highlights

  • The City of Pharr conducted the first Street Inventory for the All America City this year 2007.  The Street Inventory is a study prepared by J.E. Saenz & Associates, Inc. in order to develop and maintain a condition-rating inventory of the City of Pharr street system.

A total of 200 miles was documented in the inventory, 151 miles were in excellent condition, 27 miles were in good condition, 14 miles were in fair condition, and 8 miles were in poor condition.

  • The impact of the upcoming Texas Pollution Discharge Elimination System TPDES Municipal Separate Stormwater Sewer System (MS4) permit is anticipated to start developing a stormwater soil erosion prevention enforcement program on all Valley Phase II Cities.  The City of Pharr is a Phase II City and has contracted Texas A &M University of Kingsville TAMUK to develop these stormwater programs through six minimum measures: Public involvement/participation, Public education and outreach, Illicit discharge detection and elimination, Construction site runoff pollution prevention, Post-construction stormwater management in new development and redevelopment, and Pollution prevention/good housekeeping for municipal operations.

Street Sweeping Program
The All-America City of Pharr street sweeping program provides cleaning of City streets to eliminate materials from entering our storm drains. If storm drains are not kept clean from (sediment, trash, leaves, grass, hazardous materials, etc.) it will eventually cause flooding in your neighborhood. The City of Pharr has two employees and two sweepers dedicated for the cleaning and beautification of city streets. Operating a mechanical and a vacuum type sweeper, water is utilize to keep dust at a minimum for the comfort of the residents. Many people do not realize that this program is just an added benefit for our quality of life. It is the responsibility of each resident to maintain 1 half of the rights-of-way confronting their property. High grass and discharge of matter in city streets is a violation of the Code of Ordinances. PLEASE help keep Pharr clean and on the rise!
